(1) The council may make necessary rules to carry out the purpose of this Act.
(2) Notwithstanding anything written in sub-section (1), in the event that the council is not formed in accordance with section 7, the ad-hoc council constituted under section 42 may make necessary rules for the purpose of issuing the membership registration certificate of the organization and electing councilors.
(3) The rules made in accordance with sub-sections (1) and (2) shall be enforced only after they are approved by the Government of Nepal.
(4) After the rules made by the council under sub-section (1) come into force, the rules made by the ad-hoc council under sub-section (2) shall automatically become ineffective.
